ATEX vs. IECEx Explained for Oil & Gas Equipment Procurement

In an explosive atmosphere, the certification marking on a nameplate is not paperwork — it is the engineered barrier between routine operation and a loss-of-containment event. Yet 'ATEX or IECEx?' remains one of the most frequently mishandled questions on GCC purchase requisitions. Buyers write one when the operator's specification demands the other, and the material arrives on site, fails vendor document review, and sits in a laydown yard while a turnaround clock runs.

Operators such as PDO and OQ, and the EPC contractors working to their specifications, publish hazardous-area requirements that are explicit about the certification regime, the equipment protection level and the documentation package required at handover. Understanding what each scheme actually is makes the requisition straightforward.

The core difference: a law versus a scheme

ATEX is not a certificate in the way most buyers imagine. It is the common name for two European Union directives — Directive 2014/34/EU covering equipment for potentially explosive atmospheres, and Directive 1999/92/EC covering workplace safety. ATEX marking is a declaration of conformity with EU law, giving legal access to the European market. Third-party assessment involves an EU Notified Body, and the manufacturer issues an EU Declaration of Conformity.

IECEx is a voluntary international certification scheme operated under the IEC, built on the IEC 60079 series of standards. Assessment is carried out by an IECEx-accepted certification body (ExCB) supported by an accepted test laboratory (ExTL), and the resulting Certificate of Conformity is published on the public IECEx online certificate system, where anyone can verify it. IECEx also certifies quality management (a QAR / Quality Assessment Report) and, separately, competent persons and service facilities.

Hazardous zone classification

Both regimes classify areas by how likely an explosive atmosphere is to be present. The zone drives the equipment protection level you must buy — and buying above the required level is expensive, while buying below it is unsafe and non-compliant.

Gas, vapour and mist atmospheres

  • Zone 0 — an explosive gas atmosphere is present continuously or for long periods. Requires ATEX Category 1G / EPL Ga. Typical of the interior of process vessels and the vapour space of storage tanks.
  • Zone 1 — an explosive gas atmosphere is likely to occur in normal operation occasionally. Requires ATEX Category 2G / EPL Gb. Typical of areas immediately around seals, sample points and loading arms.
  • Zone 2 — an explosive gas atmosphere is not likely in normal operation and, if it occurs, will persist only briefly. Requires ATEX Category 3G / EPL Gc. Typical of the wider area surrounding Zone 1.

Combustible dust atmospheres

  • Zone 20 — a combustible dust cloud is present continuously or for long periods. Requires Category 1D / EPL Da. Typical of the inside of silos, hoppers, mills and cyclones.
  • Zone 21 — a dust cloud is likely to occur in normal operation occasionally. Requires Category 2D / EPL Db. Typical of areas around bag-tipping and discharge points.
  • Zone 22 — a dust cloud is not likely in normal operation and persists only briefly. Requires Category 3D / EPL Dc. Typical of the general area surrounding Zone 21, including dust-layer accumulation areas.

Why the GCC leans on IECEx and dual certification

Oman and its GCC neighbours are not in the EU, so ATEX carries no legal force here. Compliance is contractual: it flows from the operator's own engineering standards and the project specification, not from a regional directive. Because IECEx is an international scheme with a publicly searchable certificate register, it is the natural reference point for operators managing multinational EPC contractors and vendors from Europe, Asia and North America simultaneously.

In practice most reputable manufacturers of Ex equipment certify to both, because the underlying technical assessment is shared. That is why nameplates and datasheets so often read 'ATEX / IECEx'. For a buyer, dual certification is the low-risk position:

  • It satisfies operator specifications that name either scheme, without a technical query cycle.
  • It allows the IECEx CoC to be verified independently online during vendor document review — no waiting on the vendor to email a scan.
  • It keeps the spare interchangeable across sites and across projects, including any European-scope work.
  • It reduces the risk of rejection at handover, which is where certification problems usually surface and are most expensive to fix.

Note also that certification covers the equipment as certified. Modifying an Ex device — drilling an enclosure, substituting a cable gland, fitting a non-certified breather — invalidates the certification. Installation and maintenance must follow IEC 60079-14 and IEC 60079-17, carried out by personnel with the relevant Ex competence.

Procurement checklist for hazardous area spares

  1. 1State the area classification on the requisition: zone, gas or dust group, temperature class, and the site ambient temperature range.
  2. 2Name the required regime explicitly — 'ATEX and IECEx certified' where dual certification is achievable for that equipment type.
  3. 3Require the certificate numbers on the quotation, not just a claim of compliance.
  4. 4Verify the IECEx CoC number on the public IECEx certificate system before award, and confirm the scope covers the exact model and variant offered.
  5. 5Check the Notified Body number after the CE mark on ATEX-marked equipment and confirm it is valid for the module claimed.
  6. 6Confirm the full marking string on the nameplate matches the certificate, including gas group and temperature class — not just the Ex protection type.
